Who determines the dates on milk?

Most dates are determined by the dairy processors themselves, subject to state regulations. These laws vary widely from state to state, so consumers will see a “sell by” or a “use by” label, or possibly both, with “sell by” more common. Some states don’t regulate milk expiration at all.
