Can ground beef ever be eaten raw?

Not anymore. Due to concerns about a relatively new bacterial  strain of  E. coli, consumption of raw product such as steak tartare is not recommended.  The U.S. Centers for Disease Control recommends that consumers only eat ground beef cooked to an internal temperature of 160° F.
