What shelf-life information is included on the packaging of whole-muscle beef?

Whole-muscle beef may carry a "sell by" or "use by" date determined by the processor. If dates are specified on packaging, they refer to the longevity of the quality rather than the safety of the product. (Quality refers to  such characteristics as  taste, texture, and nutritional value).   These dates are usually on “branded products” that are cut, packaged, and shipped from a central location.
