If color doesn't necessarily indicate spoilage of meat, what does?

Its odor. Spoiled beef  is accompanied by an unmistakable sour (or putrid) odor. Visual
cues a for packaged products include a gaseous, bloated appearance. The meat may also look slimy, a sign that bacteria are off and running.  Beef can also become moldy. Check for black, green, or white areas.  Spoiled or moldy beef should be discarded.
